PTA recently conducted independent surveys to assess the quality of service provided by Cellular Mobile Operators (CMOs) across various cities in Punjab, Sindh, Khyber Pakhtunkhwa, and Azad Jammu & Kashmir (AJK). The surveys aimed to evaluate the performance and overall quality of services offered to customers.
The Quality of Service (QoS) surveys focused on key performance indicators (KPIs) related to Voice, SMS, and Mobile Broadband services, as well as Mobile Network Coverage. The evaluation was carried out in accordance with the Next Generation Mobile Service (NGMS) licenses and the Cellular Mobile Network Quality of Service (QoS) Regulations of 2021. To conduct the surveys, the PTA utilized advanced automated QoS Monitoring & Benchmarking Tools.
In order to ensure comprehensive coverage, the drive test teams strategically selected survey routes that encompassed main roads, service roads, and a significant portion of sectors/colonies in the surveyed areas.

Based on the level of compliance exhibited by each CMO regarding the defined thresholds in their respective licenses and QoS Regulations, rankings were assigned to the CMOs. In Punjab, Sindh, and Khyber Pakhtunkhwa, CMOs were ranked between 1st and 4th position in terms of Mobile Network Coverage and Voice services. In Azad Jammu & Kashmir, the rankings ranged from 1st to 5th position.
The rankings in the Mobile Broadband Speed category were determined based on factors such as data download and upload speed, network latency, and webpage loading time.
The survey results indicated that CMOs demonstrated a high level of compliance with respect to upload and download speeds. However, the webpage loading time fell below the specified threshold.
Although there has been an improvement in network latency compared to previous surveys, some cities still fall short of the benchmark. Additionally, certain Voice KPIs were found to be below the licensed threshold in a few areas.
